What llms.txt is

Jeremy Howard published the proposal in September 2024, and its own text says OpenAI, Anthropic and Gemini post llms.txt files for their developer docs. It remains a proposal to standardise rather than a ratified standard. Our match needs a markdown H1 at the top of the file.
